Lymphedema-distichiasis syndrome is a rare syndrome combining lymphedema (limb puffiness or swelling, typically of the legs or feet) with distichiasis (the growth of extra eyelashes, ranging from a few extra eyelashes to a full extra set on both the upper and lower lids). It is caused by mutations in the FOXC2 gene, and is inherited in a dominant manner. [1]

The presence of a second set of eyelashes can be hard to notice, but it can also be considered attractive. The late Elizabeth Taylor was one celebrity who's double set of eyelashes were apparently noticable even at birth.[2]
